The cost effective motor/drive TECHNOLOGY has been around for over 20 years ,but no ebikes companies choose to use it with lead acid batteries.As lithiumm batteries for ebikes appear on the market may spur on more light weight, efficient motor systems to get the most out of expensive batteries but you may well be right in how long it will take to be available in a single COMPLETE ebike package.

disc brakes are not at all necessary for electric bikes

For those hobbyists who have installed kits that they've tweaked to get maximum speeds well into motorcycle/moped range (30 MPH or more), I'd say disc brakes might be needed.
