If I don't cycle consistantly, except for the occassional cruise on the strand for a few beers in Manhattan Beach on the weekends, what do you think my chances of finishing 2nd to last? Can it be done? NO doping here. I'm clean... Just a few Miller Lite's and a dream. Livestrong. Drinkstronger...

You mean in the Tour de France, right?
Your best shot at 2nd last would be if someone crashed out on the prologue or first stage.
The Tour has time limits calculated from a percentage of the winner's time. Mere mortals like us would get dropped and not make the time cut. I'm thinking if you could complete the prologue in last place, then finish the first stage outside the time limit, you could get 2nd last if someone dropped out of the race before you.

Do you mean 2nd to last of those who finish the race in the GC. I don't think dropping out would count. If you actually raced the races no way. You probably could not even complete the mountain stages without extensive training.
If you were disqualified due to too slow times or not completing a race how could you get 2nd to last place. In order to get 2nd to last place you have to finish in the GC. Otherwise you are DNF or DQ which are not places.
