My IS-6 headset came with 3 of the thin shims/washers to go on top,
the manual only indicates using 1.
Any reason why they supplied 3 ?

Not all integrated headtubes are machined the same.
If the upper bearing cover hits your headtube, you will need the extra spacers!

I use an integrated FSA headset and am wondering if I need spacers too as when I tighten the top cap nut to the correct amount so the forks don't have any play I find that the forks are pressed against the headtube which can't be right. Any ideas?
