Stay out of there during any hunting season!

I've ridden quite a few of the Weyerhaeuser properties around the town of Rainier. The gated roads tend to be rather safer, as the people in there are walking/riding in, but not driving.

It's not that you can't ride Capitol Forest, but I would definitely get a hunting regulations pamphlet and make certain I'm not there during ANY modern firearm season. I've just learned that Nashbar carry 'blaze orange' handlebar tape--cheap! That would make your experience a bit safer, as you could wrap some around various parts of your bike...

On the other hand, if you are a hunter, it's a good way to get around :D .

I would say that it's relatively beginner friendly if you can keep out of gunshot range.

Last I heard there was a bunch of debris all over the trails. do you know if that has been cleared off or not?

There are a lot of roads/trails, so you'd have to be a bit more specific :D . Just think of debris as a chance to work on your mountain biking skills! I haven't been out there in a while, but I would imagine that the majority of the bigger stuff has been cleared off the roads. Not necessarily the smaller trails though.
