Timing for GMR

Does anyone know at what time each evening during the week one can safely( not get hassled or ticketed) go up GMR? Thought I remembered something about after 6:30 PM, but am not sure. Any info would be appreciated. Thanks.

I rode down GMR on Tuesday at about 6:30 and that was ok. I had come up through Azusa Canyon and East Fork and as I headed down into Glendora there were guys near the top coming up from the Glendora side, so they must have started up at 6:00 or a little earlier. I was leaving my house about 3:30 on Wednesday and planned to ride GMR to Baldy before the group ride at Bonelli Park but I remembered that the construction guys would probably be there. I've heard they have been turning riders around so I was wondering what time they leave also. In March I rode down through the construction at about 1:30. They looked at me but didn't say anything.
