I can buy bear repellent here (I understand you cannot in some states). Is this stronger than the generic dog spray or pepper spray for self defense?

Considerably, and it has a 30 foot stream. Watch the wind direction carefully if you use it.

35% spray vs 5% spray. You might be able to carry it, but be CAREFUL how you use it to avoid hurting yourself or getting nailed for weapons charges if it is used on a person (on purpose or by mistake). Should you ever travel to Ontario, like a gun, leave it at home (check travel agencies if you are here for hunting trips - rules for moving firearms and other weapons here are different than in the USA) cause border guards get grouchy when they find a weapon..... and here, that spray is a restricted weapon.
