I picked up some nice Cyclone 7000 parts but the downtube shifters are bolt on. Is there a clamp adaptor for 28.6mm downtube?

These are cable housing stops used for STI, Ergo or barcon shifters. They are not used with downtube shifters.

To the OP: I've never seen a clamp-on adapter that has standard design down tube mounting bosses and the clamp-on dt shifters I've seen all have a proprietary mounting boss so you can't just unscrew the shifters and substitute others. I hope Loose Screws can help you out.

I have re-threaded Simplex bands to acecpt Shimano indexed downtube shifters. The bands lack the square boss, but the curved base against the downtube holds the shifters in place well enough with a little very careful tightening of the mounting screws.
I don't know if this will work with the Sun Tour gear, though.
