True.
I'm a proponent of bike lanes/paths and other facilities but I, like you, don't see how a bike lane would have prevented someone from pulling out in front of the cyclist. Other than the idea that a known and visible bike lane would make motorists aware that a cyclist is likely to be there in the first place, but still.

Laura, I see where you're coming from. I want to encourage you that you can ride a bike, even if sometimes someone gets hurt. Bikes are still a great way to get around, and so much fun.

From google satellite photo, Greenville Loop Road, Wilmington, NC looks to be a 2 lane road with mostly T intersections to cul-de-sacs and driveways. It is unlikely to have signal lights except at the 2 ends of the loop (one T intersection might be worth a traffic signal, but I could not see any shadows which would lead me to believe a signal is there).
