I'm looking at some old steel Schwinn frames on ebay to make into a fixed gear.
How do you determine if you need a 68x103 or 68x108, etc. in the bottom bracket?

Spindle length (103 vs 108) is mostly determined by the crankset.

Choose a crankset, use its designated BB spindle length.

Spindle length (103 vs 108) is mostly determined by the crankset.

Spindle length is EXCLUSIVELY determined by the crankset and the desired chainline.
