I'm looking to buy tights for ultra cold weather (sub-freezing) with wind protection, in bib form. I know it's not in season, but I'm wondering what to get for when winter comes again. Can anyone make recommendations?

Although they are not in bib form I got some wind stopping pants with the cannondale name on them. They were pretty expensive, over a hundred as I recollect, but when the winds are blowing and its 15 farenheight they are well worth the investment.
My winter trim is as follows. Shoes and socks, nothing special. Wind stopper pants over riding shorts. A jersey with a sweat shirt over it. If its colder then 30 degrees I wear a denium jacket over that. Also the jersey must be made from a material that is a good wicking agent. Otherwise, you'll sweat up and get sick as a dog. I waer two sets of gloves. My normal bike gloves and I have a thin pair of cheapies that stop the wind. Makes all the difference. I wear a hat under the helmet and then I'm good to go.
Fifteen degrees is about my maximum cold tolerance. Any colder and the bike goes on the wind trainer.

In really cold stuff, I find my feet freeze first (woolly socks & booties included).
Agree with swimjim, though, on the legs. I use a similar pair of tights (windproof from). Below about -5degC (20F ish) I tend also to use a lightweight pair of thermals under the cycling shorts, too. At that temp my feet only last about 20-30min anyway before I have to walk some life into them. Winter boots in future, methinks.

I bike all winter long in MN, and the best I have found are the Cannondale Four Wind tights. Not bibs though.
