I've got a mountain bike which is my only form of transport and I've fitted a topeak pannier rack which seams fairly good/strong.
I use my bike to get to St John ambulance duties quite a bit which tends to mean a lot of bulky kit as well as say to day transport/shopping. I also try and go camping with the bike in the summer and tend to fill the panniers and then some

basically I need some large panniers that are very waterproof but for most times I don't need easy access (small must have items get carried in my hydration pack or in the first aid rucksac that goes on th top of the rack)

I was thinking of the Karrimor EH20 Global Waterproof Panniers as they look a lot easier to clean then other panniers I've used but after reading 4pages of threads fter searching for Panniers I didn't notice them being mentioned. I'm i the UK and was wondering if it's that the panniers just aren't sold much elsewhere or if it's becasue they aren't very good

Yes, the Karrimor panniers have a very good reputation. They fetch a good price used on ebay, as well. If you don't like them, you can sell them on!

I have had karrimor iberian rear panniers for years now......still going strong and waterproof..!They are a good brand.!

Likewise have had iberians for ages and they are very very good .....wouldnt change them even for ortleibs

I've had Karrimor and Carradice panniers both. However given your requirements you can't beat the Ortliebs in Classic form.
