GRIPS - i know lock on grips for risers are 'better', but if i was to cut the bars so short to the point where the handlebar grips reach the bends, lock on grips would be useless correct?

Why would you want to cut them so short? Since you are in the SS forum and was talking about road tubes earlier, I would suggest a flat bar. If you are doing this for a MTB 1/SS, then you would want all the control (=width+rise) you can get.

Flat bar is from personal preference when commuting (and most people seem to think they look cooler :) ), but I am not sure if they (the grips) will work, so I didn't answer because I did not want to steer you the wrong way. However, regular grips are hard as heck to get past the curve and even harder to get off and they also feel a little weird (scrunched and stretched) so I can't imagine the lock on ones are any better.

For the most part, yes. Almost all handlebars are the same diameter at the places where your hands touch plus/minus a few millimeters. I just remembered that, depending on the handlebar, the clamp tapers and therefore towards the curve might be thicker than where your hands generally grab meaning that the grips would be a tight squeeze going into the curve.

Are you planing on putting brake levers inside of the curve?

If you really must insist on cutting your handlebars that short, have you considered just getting regular grips? Regular grips are cheaper, can be cut, and work just fine as long as you aren't doing major offroad riding beyond a bumpy unpaved road.
