According to staff for my local representative, HB3314 just got out of committee by a narrow 5-4 vote. Among other things, HB3314 (http://www.leg.state.or.us/07reg/measures/hb3300.dir/hb3314.intro.html) establishes financial and criminal penalties for causing severe personal injury or death of a "vulnerable road user" -- a term defined specifically to include cyclists, though it includes other people on the roads such as skaters.
HB3314 prescribes suspension driving privileges for someone found guilty of causing severe injury or death when reckless driving is involved.
When I called my legislator's office, it was clear that the staff had heard about this issue, and that others were calling in. I don't believe in tarring and feathering every motorist who makes a mistake, but I think it's important for people to recognize that maiming or killing someone is serious business that calls for more than a traffic ticket.
