It's a Record cassette that's been teflon coated. Only costs $30 and it protects the cassette and looks pretty cool too.

Sorry for the stupid noob question, but what's the story with the steering tube? How many spacers is that? Seems miles up from the head tube. What's that do to the ride, is it normal to go that high?
