I bought a bike off eBay from out of state. Where do I go to get a bike license locally here in the SF Valley (So. Cal.)?

Unfortunately the only office is up in San Francisco. You'll have to take your bike up there with you to register. They prefer that you ride it there to prove that it's in good working order. Oh, and the Grapevine's not nearly as bad as people make it out to be--just make sure your brakes work for the descent...

If it's from out of state you're going to need certification that it meets California emission and safety requirements.

You'll also need proof of ownership as well as documentation related to the transfer of said ownership, including but not limited to canceled checks, wire transfer receipts and credit card statements.

Since you used eBay, you'll need to ensure that both you and the seller have satisfied any requirements with regards to state sales tax as well as taxable income as related to the proceeds of the sale.

I was thinking more about if the bike was stolen, there would at least be a way to identify it that's all. My previous bike was just stolen recently and I never wrote down the number so I couldn't report the theft.

Your bike has a serial number (most likely on the Bottom Bracket shell) find it and write it down for your records. Also these guys will help. http://www.nationalbikeregistry.com/

Either your local police department or Sheriff's office probably registers bikes.

No worries man, just a little playful ribbing that's all. Good suggestions here with the national registry and to check with local law enforcement. If you happen to live in an area that is policed by State or County Officers this service is often not available, but check with a city nearby you and they might offer it to you.
