Try DHL or your local phone book to see who ships to Japan for a reasonable rate.

I don't know why you responded...

I should have clarified. Can anyone recommend a specific shipping service that they have used to ship internationally that isn't insanely expensive?

FedEx, DHL, UPS, and USPS are all over $500 to ship a bike box internationally.

That's how much it costs. Try a shipping broker from the phone book for better rates, or send it in a crate via sea if you want cheap.

I know IRO ships bikes overseas for about $150. Why don't you call them and ask how they ship?

fly to Tokyo, take bike, deliver by hand, buy a couple of keirin frames, fly back, sell frames, swim in a pool of cash a la scrooge mcduck.
