Here are my requirements, all these need to be included into one electronic device.
Cell Phone
Camera
QWERTY keyboard
GPS
Windows Mobile or some other type of operating system
Wi Fi
3.5" -4" screen
usb input
SD card input
MP3 and video playback
power efficient
I don't want to carry a phone, camera, gps, mp3 player and all that, it ends up weighing too much, I want one device that will handle all my needs and be able to be recharged using a solar power charger that charges at 4 watts.
Thanks!

Here's a list with several devices that may meet your requirements. Not sure it specifically meets all of them, but probably the majority.

The palm treo has a 2x2 screen but otherwise meets all your specs (need to pay extra for the gps and wifi add-ons)
Here's a newspaper article on tiny pcs that would have a bigger screen and then could have whatever else you need plugged in:

I wanted a similar all in one device, but couldn't find anything that was light enough and easy enough to charge off solar power (6.5 watts). I settled on a Nokia E61i cell phone. It has a QWERTY thumbboard, 2.8" screen, Symbian OS, wifi, 2mp camera (I'll have a "real" camera though), micro SD slot, plays mp3s and has a reportedly good battery life. It doesn't have GPS, but my GPS receiver doesn't weigh much and it doesn't have USB input, but what do you need that for?
You might also look at the Nokia 95. It has true GPS (satellite, not cell tower), a better camera and better multimedia capabilities, but no QWERTY keyboard (you can use a bluetooth keyboard) and its battery life isn't great.
If you can wait a month, will the iphone from Apple fit your needs?

Palm Treo 750
EDIT: No GPS on the iPhone and no Windows mobile. However, I'd imagine all smartphones will have GPS in a couple of years.
