Bicycle Mechanics - frame and rear derailleur barrels adjusters adjustment

I never had any problem with that before but now it's there. My bike doesn't shift well at all. I know for sure what the rear derailleur barrel adjuster does but I can't get it fixed! D

So : Is the frame cable barrel adjuster for the same job as the derailleur one? Or do they have slightly different puspose(one for higher portion of the cassette and the other for the lower portion)?

Both of them have the same effect. How about try this: stand the bike up as vertically as possible, then sight on the derailleur from behind the bike. Does it look like it is not aligned with the plane of the bike's rear wheel? Maybe it took a little bump or a fall, and needs its mount re-aligned.

Also, where the rear derailleur's cable is clamped down on the derailleur, it's quite important to route the cable into the clamp as the manufacturer intended. Some of them have small grooves in the aluminum of the derailleur, and/or the metal washer that clamps down on the cable, that show where the cable should rest.

The Park Tool repair web-site has an exellent article on adjusting rear deraillueurs. The only thing I suggest is that if you are going to do what the Partk Tool site tells you, is that you follow the directions, from start to finish and in order .
