i just got a fuji 3.0 and the stem shakes and wiggles any wayi can fix that?

Weld it solid. Seriously though, adjustable stems are one of the worst components you can put on a bike and downright dangerous imo. Buy a cheap fixed degree stem.

Those adjustable stems have a couple of things that can cause that. First, the bolt that's on the underside of the stem is the one that loosens and tightens the stem to adjust the angle. It's always a 6mm hex and it holds a locking plate to hold/lock the angle of the stem. Put a 6mm hex wrench on that bolt and make sure it's good and tight.
The other thing that can be loose is the angle pivot bolt. There is usually a sticker on the side of the stem that says something like "this has been torqued properly at the factory to - some value - and tampering can cause death or injury" - or something to that effect. Disregard that sticker and tighten that bolt. If I recall correctly, it takes two 5mm hex wrenches to do this. Just tighten it.
I'll bet that fixes your problem. I've seen many brand new ones with this problem and any good bike shop should never let one get out the door like that.
