That sounds like a terrible idea. Although i doubt you'd even be able to inflate it, if you could get it on at all.

put the tube inside the tire and sew the tire shut, then you can glue it on.

It's perfectly safe to put a clincher tire on a tubular rim.

It's RIDING ON IT that would be dangerous.
