So, I take it each lock has their own individual key?
Imagine carrying around 60+ keys, each unique to its lock and (potentially) guessing and trying each key in each lock to unlock the mass of locks...
Hell, if I was a theif and I even had the keys, I wouldn't bother trying to steal it!

I think I've seen this before. I believe it's a city's ad to say lock up your bike.

That was the first thing I thought or a practical joke in a riding club.
I don't see any lock on the saddle, 1 allen wrench and he'd be mad. Although where is his trailer to carry all the locks? Probably got stolen. :)
Looks like most of the locks can be Bic penned (except the lock holding the bike to the rack), so that may be what the guy uses for a key.
