They are a type of brake mounts callum.
And i think you would get this answered in the Frame Builders section, if you're lucky Fit or Expat would move it for you...

Hopefully someone here can be kind enough to just measure the studs they may have on a frame. It's not really a question for the frame builders. Thanks.

My Digital Caliper says 3.4515" from center to center of the bolts, I don't know how close that is but I tried.

If you are skeptical, you could always e-mail a good frame company such as Solid, FBM or S&M and see what the measurements they use are.
