Bicycle Mechanics - Removing Rust from the Under-Side of a Saddle

I bought a used saddle that has some rust in the hardware underneath. How should I tackle this? Extra-fine steel wool and WD-40? Or should I remove the hardware and soak it in wood bleach? Or is it purely cosmetic and not worth my bother?

Use the same procedure for removing dried worms.

Use bronze wool to clean those chrome rails.
