I finished a 10mile time trial on rolling hills in 24:04. A new personal best! I'm exctied. I thought I'd share the good news. Question: how much would I improve if I rode it with aerobars? I have aerobars but I haven't trained using them, so I thought it might be counter productive.

Unless those rollers are really steep -- which I doubt, the aerobars will help quite a bit. I am not sure by how much you will improve. Why don't you try it, and report back?

Good time! Yeah, aero bars with a proper position will get you 90-95% of the way to a full TT setup speed. Not bad for $50 or so.

Aero bars will actually hurt your time...
until you get used to them, then they will improve your time noticeably.

I've heard a lot of people say this. What is the reason? Does it have to do with getting
the muscles adapted to the new position - being bent over a lot more?
I'm curious how long on average it takes people to adapt to their aerobar fitted bike
or their TT rigs. (how many times per week for how many weeks)

I was faster on my first ride with them, by 1.5mph over 12 mph (EDIT: over 12 miles).

They helped my time the first time I rode on them. My first TT was the second time I rode on aero bars, and I gained at least 1 mph.
