Zips can be a little marginal in my experience. Better might be the
narrow stainless screw clamps. One of my bikes is '70s era with
no bottle cage screws, and the cage fell off twice when zips were
used even with a tightener. Using one stainless screw clamp (type
with a captive worm and perforated stainless band) and one zip it
has stayed in situ for thousand or so miles. Look for cages with
tangs above and below the screw holes for best results. Some
nontanged cages have enough clearance between the clamp and
the bottle but not all.
Zip tie a cage on.

Better might be the narrow stainless screw clamps.
If you use one of those, be aware that metal clamp on metal frame/post can end up scratching some paint off. I would use some thin rubber shims (like the ones a lot of cyclocomputers use for their mounting systems), or recycled rubber bands underneath the clamp to protect the post or frame.
P-clips have also been mentioned over in Commuting as a way to mount rear-wheel racks on road frames that don't have the braze-ons. I would imagine they might also work for bottle cages.
