The following was taken from California Driver Handbook (http://www.dmv.ca.gov/pubs/hdbk/pgs22thru25.htm#bike_ln)
When passing a bicyclist, pass on the left. If you are in a narrow traffic lane, wait until the traffic clears in the opposite lane before passing a bicyclist. Do not squeeze past the bicyclist.

I had to take the CA drivers written test when my out-of-state DL was about to expire and I saw this picture in the rule book. i think about it everytime someone squeezes past me!

It's pretty clear the driver yelled out "ON YOUR LEFT" nice and clear. The person on the bike, being more used to MUPs, looked over his shoulder and is pulling the bike with him.

Sad but true. I get buzzed far fewer times when I'm somewhere around the middle of the lane than on the right.
