Nope, that's pretty normal. It's called a consistent spreading type of contrail.

The contrail basically acts as the starting point of vapor condensation. Contrails normally form in relatively moist air. The consistent spreading type has to be very close to saturation, however.
Consider this, if it were government chemicals, it would need to have a continuous source to do what you're suggesting. The thickness of the cloud should decrease as it spreads out, not increase, unless it were coming out of nowhere. But it's just water vapor that's already there and transparent condensing into tiny water droplets that can be seen.
Also, I won't do the math right now, but I'm pretty sure the mass of sufficient chemicals to make a trail that big would be impossible to fit in an airplane.

This is important to consider. Chemtrail conspiracies are what as known as grand conspiracies. There comes a point when there are just too many people who would know the truth that also are remaining silent that it is just improbable not one of them would spill the beans. Grand conspiracies require so many additional assumptions that they essentially collapse under their own weight.

I haven't seen any credible reports of such phenomenon that didn't coincide with pollen season. Almost of the claims are third-hand from people who refuse to be identified, and I've seen absolutely zero formal study.
Funny...I was just googling around for a little more info and found a claim that "chemtrails" didn't exist before 1999. This picture is from Strategic Air Command starring Jimmy Stewart, which was released in 1955.

"Even Presidents have been left out of the loop, deliberately deceived, and denied access" is a convenient way of saying "We have absolutely no solid evidence for this stuff". How do these people know stuff that even the president is kept unaware of, and how do they know whether the president was briefed? I'm sorry, but I fail to see the hard evidence on that webpage. Just lots of bold claims and generalizations, lots of hand waving to say "well, there's all these examples out there". Show us the best single examples. Document them. Open them to detailed scrutiny. Then maybe there's something there.
By the way, I find the following especially humorous. "A clear and on-going threat to the national security and world peace has arisen because of unauthorized covert actions that have led to the targeting and downing of these extraterrestrial vehicles and to related covert plans to weaponize space." (emphasis mine) You really think that a civilization that has the capability to cross interstellar space would have any concern about our puny offensive capabilities?

FWIW, the photo looks like it was taken with a polarizing filter, or with the 'Chroma' cranked up if it is a still taken from a video.
Either of these things will make something like this really stand out.
The cool thing about corn-spiracy theories is that they have a built-in defense. If you come up with any proof, theory, or evidence to the contrary, the automatic response is "you're just part of the conspiracy." It's irrefutable.
Also, conspiracy theorists often either fail to understand, or do not accept the validity of, the scientific method, so no refutation based on science will satisfy them.
If you want to see some real howlers, Google glyph in association with chemtrail. Apparently, and this is on the internet so it must be true, if a cloud is shaped like an animal then is really is an animal. These ancient ethereal beings called glyphs take the form of clouds shaped like ducks and bats, and cleanse the skies of those evil chemtrails (see note 1 below).

Just because a legislator includes something in a bill doesn't make it true. Dennis probably got $100 and a free massage from the Chemtrail Coalition of America to leave chemtrails on that list.
It reminds me of the most recent bit of gun legislation--one of the line items was a ban on weapons with barrel shrouds, and the sponsor of the bill didn't know what a barrel shroud was. Since then I've realized that writing a bill about something doesn't prove that the sponsor has any idea what they're talking about.
