he had cup over his head he said the paint ran and the turtle tucked his head in its water based so itll come off in a day or 2

As long as it's water based, and will come right off... I don't see tooooo much wrong with it.

Now if it was permanent, and a wild turtle... you basically just gave it a large target for predators.

You can kill a turtle by painting it's shell. Not a good idea.

When my sister was a kid she had a turtle. My dad thought it would be better if it were a brighter green and painted the shell. I think the turtle died soon thereafter.

I wasn't born yet so I don't know exactly what happened.
