Is there a computer that will measure the actual grade of a hill your riding up ? like a 30 or 40 degree hill for what ever distance.

Yeah, the Garmin 305 Edge will do it. I know there's another that'll do it too and not sure about Garmin eTrex Legend.
Blackburn Delphi 6.0. ~$160-150.
A spendier option would be the Polar CS400, but for the price of that, you should just get a Garmin 305 and have GPS tracking.

root, I seriously doubt you are riding 30 or 40 degree hills, anything above 10% is pretty steep.. +1 on the Garmin..
The VDO MC 1.0+ also does gradient..

Yes the Garmin can do that. GPS is pretty nice to boot.
