I don't think there is such a thing as a high pressure tube for bicycles, they are all the same pressure wise. The difference is the size. Preferably it should match the size of the tires.
Tires on the other hand come at various recommended pressure ratings. I bought my 20" high pressure tires at a LBS specialized in folding and recumbent bikes. There are also several online retailers, some examples:

Yep, a tube is a tube.... You need to just get the correct size for your tires.

Another quite reputable vendor:
http://www.thorusa.com

Finally, you can also order directly from Schwalbe:
http://www.schwalbetires.com

Don't know what rim/tire you have, but you probably want to look at:

Auto/Schraeder Valve:
AV 6
AV 7

Presta/French Valve:
SV 6
SV 6A - these are lighter than SV6.
SV7

Basically look for "406" on their tubes page and see what looks best for you:

They've got some good accessories also
and tires! ;)

yeah... no such thing as a high pressure tube..... however there are vast quality differences in the tubes. The Schwalbe tubes for example are all checked for leaks before they get packed up ... every single one. (Thats why I have zero return )
I crinch everytime I have to pay for a shipment of Schwalbe tubes knowing very well that I could get double or more quantity from different vendors for the same coin..... but when you consider the hassle, the on the road tube repair and such its well worth the money geting better than walmart quality..

yeah... no such thing as a high pressure tube....

Thor summed it up pretty well, but I'll add one more wrinkle: self-sealing tubes. The self-sealing goo works only at comparatively low pressure, like 50 lbs psi if I recall correctly. So you could say there is such a thing as a low-pressure tube.
