kind of depends on what you mean by cheap. i'd suggest doing a search on bibs and shorts, theres a ton of threads and opinions on the subject. but to a certian extent it does seem like you get what you pay for :) but try the search you'll get info from a lot of folks with more experience than me :)

i have a pair of giordana bibs that i love, and they were only $55 at the lbs. i don't know the exact model name, but they have a nice wide chamois w/an antibacterial insert. $55 is about the cheapest you can find bibs.

I purchased some Bultek bibs (2001 model) for $35 last month. They don't quite compare to my more expensive Giordana's, but for rides under 30 miles, and if you are new to cycling, they should be more then enough.

For shorter rides a cheaper pair of shorts will do fine as long as they work for you. By work for you I mean not all shorts are comfortable for all people. On longer rides I like to wear shorts with seams that are sewn flat to reduce chafing. My personal favorite pair are Louis Garneau and are about $70. My wife also wears a great pair of Nalini shorts that don't "work for me" but are really nice for about the same price. I'm a skinny guy though and there are other considerations if you happen to be a heavier person, like bib shorts. I don't know much about those but I hear they are pretty comfy.
