I have an old Gitane tandem with the curved stoker seat tube (shortens the wheel base.) Does anyone know if it is possible to attach a kids stoker set-up to this frame configuration? Thanks for all suggestions and comments. By the way, I have already tried blocking the pedals and mounted the seat directly to the top tube and it is still too large.

Have you tried attaching crank shorteners to the crankarms?
If we recall the old Gitanes have rather small diameter tubing and kiddie crankset may not fit seat tube unless you can shim it; also the curve in the seat tube would have to put the kiddie crankset up pretty high.
