I think it depends on the ruling itself. Basso got the suspensions that he had due to being identified as a doping suspect subtracted from his 2 year ban.
i believe in most prior cases they start the suspension from the last sanctioned event you raced in which would be the last tour de france in floyd's case, so basically if he is found guilty and they hand down a 2 year ban it would in effect only be a 1 year ban since they consider that last year already time served.
but i think the point is mute because no protour team will touch floyd after this debacle. plus he probably will never reach the level he had before the hip surgery and he's getting old. but he will be able to race in smaller sanctioned events here in the usa i would think.
Even after the suspension is over he can't ride for a Protour team for another 2 years(code of ethics). You will never see FL race again at a competitive level.

Is this a new rule? T. Hamilton signed with Tinkoff (sp?) It's been less than 4 years for him.

Is Tinkoff considered a Pro Tour team?
They were a wild card entry into the Giro, so I assume they are.

It's not a matter of opinion, a team has a Pro Tour license or it doesn't. Tinkoff does not. They hold a Pro Continental license.

That's what I suspected. I asked because I wasn't sure though. Their riders aren't automatically allowed into whatever events the team would like to participate in. So I guess that if Floyd is not cleared, in another year, he could ride for a team with a status comparable to Tinkoff, or Jittery Joe's, or Navigators, or such.

Correct. However, the ASO will NEVER allow Floyd ride the tour again so all of the continental teams will avoid him like the plague because it'll kill thier wild card chances.
