I have a 1969 Bob Jackson frame. It has Reynolds 531 and it hasn't been taken care of in the best way.
Neither the head-tube or the seat-tube have holes cut where the top-tube joins them. I know that moisture has gotten into the TT and has caused some rust. I can hear it rattling gently in side the tube. I would like to get that rust out and treat the frame before I build the bike up, any suggestions? Should I have a local framebuilder cut holes in the ST and HT or can I do it myself?... Or am I just screwed?
