Mountain Biking - Building trails in my area

Bikeforums.net is a forum about nothing but bikes. Our community can help you find information about hard-to-find and localized information like bicycle tours, specialties like where in your area to have your recumbent bike serviced, or what are the best bicycle tires and seats for the activities you use your bike for.
There are so many parts of las vegas that are uninhibited. Very mountaineous around the valley. There is a spot by my house (about 20 mins away) that would make a killer spot for trails. My brother-in-law is a foreman for the school district so he has all kinds of tools. Id really like to make some trails on this hill. Do I need to get consent from someone specific? I know of the land management authority, dept of transportation, and the chamber of commerce. Im not sure who I need to talk to, if I even have to.
How do I go about this?

Best place to start is big biking clubs. If there isn't one, start one. Get a group of responsible riders together to have some lobbying power (you may need it). Also find out who owns the land. The owner may be more than willing to allow any building possible. Past that I believe specific local laws are left now. Some places don't allow for building and some do depending on environmental concerns. :)
In short ask around in your area. :)
Don't build big ramps or man-made stuff if you decide to start trails out there without consent. Riding is one thing, building is another.

Yes if you intend any shore style stunts make sure you havce full permission. You may even need building permits :)
If a private owner has this piece you are interested in trails on it would be wise to check with that person first. Remember if the owner is there then you risk a trespassing issue and some do not take that lightly. I know as a property owner I do not.
Howevewr if it is public property I do not what the problem would be.
