im trying to remove the fork off a bike but the screw holding down the "7" is stuck. i think it might be rust but there could be other reasons why it is stuck. any ideas what to do next?

By the "7" I am guessing you mean a quill stem.

If the bolt is seized, try turning the bike upside down and drizzling penetrating lube down the inside of the steerer tube. Let it soak in for a while and then try turning the bolt. Once it's loose, smack the top of the bolt with a soft mallet or a hammer and block of wood to free it.
