I'm using my old 7 speed mountain rigid to do some road riding and I wanted to get a set of smaller cogs. If I am able to find some, will I need to change the length of the chain or anything else?

Check if your bike has a Shimano freehub or a screw-on freewheel. Probably the former.
You can get individual cogs and spacers for the freehub , made by Marchisio. Check the torelli website. I think Shimano made a change to the spline pattern at some point, so do check that you get compatable cogs.

hmm ic. where would be the best place to pick up a 7 speed cogset?

You can get seven speed stuff at just about any bike shop, many entry level bikes are still seven speed either cassette or freewheel. If your chainset has a 42 or 44T big ring you might want to swap that for a 48T set.
