I have read several articles on frame materials including Sheldon Brown without finding the answer to my question. Probably have just passed over the obvious. What is High-Ten Steel (label on Schwinn)?

From Sheldon's Glossary:
High tensile, high tension, Hi-Ten
A fancy-sounding name for the ordinary tubing used to build cheap bicycle frames.
