Awhile back, I had my frame powder coated. I excitedly bought a testors paint pen and applied some "lug detail." I was probably a little bit too excited about it and did a pretty terrible job at it. Well, after some practice on beater frames, I'm ready to try again.

Is there some kind of mild paint remover or thinner that will get the paint pen out but not damage the powdercoated finish?

Testors is enamel, isn't it? You might try nail polish remover/acetone. I believe a fair number of nail polishes are enamel.

Goof off will make that go away. It will look like it's dulled the powdercoat, but just hit it with some Turtle Wax and the shine will come right back.

Powdercoat is a lacquer based product, so stay away from anything that would soften lacquer.

Does this rule out acetone?
