I'm not sure that there's any good use for the buddy list.

It reminds you who your buddies are in case you forget. Yep. That's it.

It would be nice, in a completly non stalker-ish kind of way, to know when my buddies are on-line.

Depending on which version of vBulletin is being used, and depending on how the Admin has the board set up, adding someone to your buddy list will generate one of these:
