Foo - Hair Care Products: want soft, silky hair w/ blond highlights

Back in high school, I used to have shoulder-length long hair. But I always ended up with an afro and could describe my hair as... a dried-up mop. Plus, I'd get headaches in the summer since I would overheat. By the time I got to college and played some football, I just shaved it all off and have been doing that ever since.
However, I think I'll try to grow my hair out again, but would need to take care of it from the very beginning to ensure a soft, silky feel to it. I was planning to go with a "bowl" style haircut - draw a horizontal line about 1" above your eyebrows, shave everything below it, and grow out the top. This way, I wouldn't overheat and wouldn't grow a 'fro.
So what kind of hair care products would you girls (and I guess guys?) recommend for soft, silky hair? Also, I'd be exposing my hair to chlorine and sea water a lot, especially in the summertime. What about blond highlights? I guess I could lighten my entire hair color then put in highlights.
My suggestion - keep it shaved. ;)
Otherwise, in my opinion, no amount of "product" will make soft, silky hair. I've tried everything from the cheap stuff to the expensive stuff, and have noticed no difference whatsoever (although my hair is pretty healthy to begin with). However, if you're swimming in chlorine, make sure to wash it out ASAP.

In the past, I've used shampoos & conditioners but that didn't seem to work, or I wasn't doing it right.

Personally, I like the look of long hair on guys. But I dunno about the highlights....
Maybe it's your genetic makeup that causes your 'fro. I don't see how anyone could mess up shampoo and conditioner.
There are things you can use in your hair after the washing....stuff you leave in your hair that calms the flyaways and frizzys. A good one is by Redken - called Outshine 01 - anti frizz polishing "milk".

I recommend soap. Seriously.
I get better results for much cheaper just using a bit of Dove soap than I ever did with expensive shampoos and conditioners.

Umm, everything in the world is made from chemicals. EVERYTHING!
even organic stuff is 100% CHEMICALS. Just hopefully not terribly harmful chemicals...

Your hair could use some deep conditioning on a regualr basis. You could do this at home.
You can tell them to relax your hair which will really straighten/smooth it out, and maybe use flat press your hair to straighten it too.
Organic = wash with egg or coconut oil, then rinse with baking soda. Lemon juice and apple cider vinegar are other organic hair treatments. Enjoy.:p

Hmmm, all these hair-treatment suggestions... wow.. The bottom line is you want moist hair. Don't wash it every day. Maybe every third day or so or when it gets too grimy and oily. Then use some conditioner products. There's a tonne of them out there. One of my favorites is this olive-oil spray (http://www.afroshop.info/product_info.php?products_id=216&osCsid=e0cf9be211dd761a9c8573a289c5325b). Use sparingly and rub it all in and down to the roots.
Also avoid using glues in your hair. That stuff adds weight and breaks the individual hairs randomly. You'll end up with frizzy, unmanageable hair. If you must use glue, then get it off completely with a creme rinse.

Are you serious? I shower twice a day as it is on my workout days. Going camping for a week is one thing, not washing your hair for over a day, much less three? Dude, that's like anti-girl repellent. I suppose if I was in the ocean every day it wouldn't matter that much. BTW - nice pic, bro.
