Recently i popped my tire and took it off and i got bored so i took apart the rest of my bike too. When i was putting it back together, after i got the fork back into the frame and both wheels on and the stem and handlebars, when ever i pull up on the handle bars, the whole frame of the bike goes up about a quarter inch and the wheels dont leave the ground untill i pull up more. I can't figure out why its doing that. Any suggestions?

If your stem is secure on the fork and your wheel is physically bolted on then as soon as you lift you bars off the ground your tire should be off the ground also. Are you trying to say your frame doesn't move until you've pulled the front tire up about a 1/4"? If thats the case then check your headset to see if your missing any spacers or parts or if you clamped your stem back onto the frork at the right place. Sounds like you have major slack in your headset.

You either didn't tighten everything down correctly, or you need more spacers for your headset.
i tightened it down alotttt like tis as tight as it can get and it never did that before, and i didnt lose any pieces though

Do this. Loosen your stem allen bolts that clamp it to your fork. Then while it is loose tighten down the center bolt that is on the top of the fork until it is snug and the slack is gone then tighten your stem to the forks. I don't know much abour 1 1/8" threadless headsets but I think that is the proper way to reassemble one.
