Pardon my ignorance but..

Will these brake levers, http://www.profile-design.com/2006_product_pages/levers/qs2.html work on flat handlebars? The reason I ask is because I can get half off of those levers but I am told they are TT and better suited for bullhorns.

No. They are designed to go into the END of the bar so you couldn't move them inboard where you want them. You can get some decent flat-bar brake levers for a lot less than these, even at half off. Do a little shopping. Maybe someone living in the US can give you a more specific suggestion as to brand and pricing.
