Bicycle Mechanics - My new Jamis Quest will not shift correctly

Just got a Jamis Quest today with Shimano 105 components for a friend and it will not settle in on the 4th gear up from the smallest. All other gears work fine but the 4th position is hideous and wants to ride down to the third. I have tried all types of tension adjustment and nothing seems to work. The bike is brand new out of the factory box and is a 10-speed. Any ideas what the heck is going on? And yes I did re-tighten the the skewer on the rear wheel thinking it was maybe not set in position correctly.

Is that the best you guys can offer? I already checked cable tension and I am pretty savy with the bike thing. I was hoping for more insight.

Might sound silly, but check and make SURE that the cassette is tight on the hub. Any play there will give you fits, and that is something I check on every shifting problem that I have to diagnose.

I'm pretty bike savy as well, well enough to know the shop should adjust the rear derailer cable tension I bought yesterday for $900-$1100.

Dude...I bought the bike new in the box on Ebay. So I am responsible for the build. Anyhow, I found the problem. Turns out Jamis built the bike with a 9-speed chain and not a 10-speed chain. So much for chain tension. I received a $42 credit from the seller in CA.

Well then....
