Framebuilders - 1008 steel?

My mom asked me to look into revamping her old bike which looks to be dating from the 1980's. The sticker on it reads 1008 steel. I was wondering if this was quality steel? The paint on it is chipping bad and I wanna have it powdercoated, can it be?

SAE-AISI standardized steel alloy designations would make 1008 plain carbon steel with 08 indicating the carbon content in hundredths of a percent.
1008 is very common low grade carbon steel.
There should be no problem powder coating it.
