I am contemplating either replacing the brakes or taking them off all together, the reason is that it barely stops with the current setup (center-pull brakes, slick steel rims, dried out pads). Is it worth having at least a brake on the front for emergencies, or just go cold turkey, no brakes...

Sub-question, is is better to burn than to fade away.....

If it is flat and your clipped in...drop the brakes.

Dylan Thomas would say:
"F- your brakes, and for that matter...BURN."

Last time I went home to Wyoming I took my track bike. I put a break on it because I remember riding down two hills when I was a kid, and I thought they were pretty steep. When I got there I rode them and never touched the brake lever (they weren't as steep as I remember.) I took the brake off after the ride. Plus, in wyoming, at least in Sheridan Wy, traffic is super mellow and everyone is pretty friendly. Speed limit was 20 or 30 in town.
