Took apart my hubs for a cleaning and now im a bit confused as to reassembly.

When I put the cones on the axel and tighten them into the berrings, the axel spins a bit rough.

Should I loosen the berrings and use a wrench to hold the cone in place and tighten the locknut firmly onto the cones with another wrench. My instincts make me want to screw the cones tight into the brackets. Advice? Thoughts?

Yes you will have to use a cone wrench to hold the cone in place and then tighten the locknut. On cup/cone hubs you have to play around with it a bit to get the right adjsutment. Also, on quick release skewer hubs, you should leave a little extra play in the cones/bearings because when the QR is tightened, there is more pressure put on the cones.
