Is it true that if you apply chalk on the rims it will stop the brakes from making a squeaking noise?

It sounds to me like a pad adjustment. You need to have them properly squared and toed in. If not a new set of pads may be in order. I reccomend Kool Stop pads.

I've not heard of the chalk treatment you spoke of, but I agree with Hunter that it sounds more like an improper toe-in adjustment. That is the most common cause for squeaking brakes.

As an engineer, I could see how chalk might quiet a squealing brake, but it will aslo greatly reduce the stopping power of the brakes (at least temporarily).

somebody's yanking your chain.......

chalk is very good for stopping squeaky floorboards in old houses......

-it's just going to turn your brakes/rims into a dangerous mess

Dont use them and you wont hear them.
