Quik question, how is the stem length measured?
Is it the distance from top or bottom of stem or is it in
the centerline of the stem. Need to order one to fit a new
bike.

Stem length is typically the horizontal distance measured (axially aligned) from the center of the steerer clamp to the center of the handlebar clamp. Keep in mind that this may not produce the same reach. You need to also take into account rise or angle and to a small extent, stem-height.
