If Le Tour had 2 classes, a tested class and an untested class, which would you watch?
Assume the following:
1. All riders in tested class are rigorously tested in and out of competition, using all known tests and relatively low limits on levels such as hematocrit. Punishment is lifetime ban from all classes for the rider and his team.
2. You only have time to follow one class.
Obviously, the same can be asked for other sports (bodybuilding does this with their "unlimited" class).

Honestly? Either way as long as it is a level playing field. Now it will be sad for th eriders in the long term due to health concerns...but at that point they need to decide how far they are willing to go.
The issue is there will always be someone willing to break the rules...be it drafting a motor bike or getting the team car watter bottle hand up...or trying some new not yet illegal supliment...they are going to try and get an advantage.
Hard to say. I've never seen a clean tour so I don't know what that would be like.

You can't tell absolut speed only relative so all clean would be just as exciting.

Doped Tour.... watch 'em climb until their heads popped. "oh no Phil, that rider seems to be in a spot of bother, he just hacked up a lung". "Quite right Paul but he's still climbing like a mad man, right on the rivet"

There would still be highs and lows - remember, everyone in the untested class is doping, so no one is going to win every stage.

The drugged tour but not because of the reason you gave. The drugged tour you'd know they're all using. the drug free one, likely a bunch of a-holes are still doping and beating the tests. This has happened in other sports like bodybuilding where the "drug-free" guys in the Natural, tested shows basically look the same as the non-tested shows' competitors. There currently exists NOTHING that is fool proof.

You're right, more certainty of a level playing field in an untested class.
